Jared Rice joined the board in 2019. Rice was a managing partner and trial attorney with Rice & Rice, Attorneys at Law, before taking the oath to become a New Rochelle City Court Judge. He was a panel attorney with the Westchester County Assigned Counsel and was elected to serve three terms on the New Rochelle City Council.
As the former Co-Chair of My Brother’s Keeper New Rochelle he worked to create better life outcomes for boys and young men of color.
Mr. Rice earned his Bachelor of Arts from Delaware State University and his Juris Doctorate from North Carolina Central School of Law. He has served on the boards of Volunteer New York!, Youth Shelter Program of Westchester, Inc., and SUNY Purchase College Council. He received the Public Servant Leader Award from WestCOP and is a Leadership Westchester graduate. He lives with his family in New Rochelle.

Antoinette Klatzky is Executive Director of the Eileen Fisher Leadership Institute and host and co-producer of Women Together, a series of interactive, live-stream gatherings. She facilitates leadership programming and empowerment workshops and was responsible for hosting and producing a global movement of 13,000 changemakers during COVID-19. In her role of Strategic Partner for Eileen Fisher, Ms. Klatzky developed an Emergency Relief Fund for employees affected by COVID-19, prior to which, she led the development of Choose Handloom, a human rights initiative in the Eileen Fisher supply chain and supported the launch of a recycled clothing initiative, now known as Eileen Fisher Renew. Ms. Klatzky has a certification in Advanced Facilitation from the Presencing Institute, where she also completed a two-year MasterClass and became co-faculty on their Ecosystem Leadership Program. She has been recognized by the YWCA’s Salute to Women and Racial Justice as a “Person to Watch” and continues to serve as an advisor to various networks on systemic and strategic action for racial equity and justice. She serves on the boards of Tides, the Presencing Institute, and Women’s Funding Network

Tully McGowan is a Wealth Advisor at Bernstein Private Wealth Management, where he leads a diverse team that specializes in advising executives, business owners, and multi-generational families. He holds an A.A.S. from Everett Community College and a B.A. from Stanford University, is a 21/64 Certified Advisor and a Chartered Financial Analyst Charterholder, and formerly served as a mentor and board member for Minds Matter, a national nonprofit serving low-income high school students. Outside his professional practice, Tully is involved in community organizing work in support of equity issues in Croton-on-Hudson, where he lives with his family.

Dr. Camille Banks-Lee is the founder and CEO of CBL Psychotherapy LLC, where she provides individual, group, and family therapy with an emphasis on empowerment, mindfulness, and cultural humility. She previously served as a teacher and administrator in the Ossining Union Free School District, an adjunct professor at Manhattanville College, and executive director for the City of Mount Vernon Youth Bureau. Camille sits on the advisory board for the Child Development Institute at Sarah Lawrence College and formerly served on Fordham Preparatory’s board of trustees. She is an active member of the Westchester Black Women’s Political Caucus, where she supports civic engagement initiatives and advocacy efforts.

Dr. Jennifer Cruz is a senior clinical psychologist with Wellbeing and Psychological Services, PLLC. Prior to starting her practice in Westchester, she was the program clinical director of Pediatric Psychiatry Integrated Programs at Columbia University Irving Medical Center, where she led clinical operations providing integrated mental health services, school-based mental health programs and clinics, evidence-based treatment for teens and young adults with anxiety, and programs improving access to mental health care within primary care sites in New York City. As psychology systems manager at New York Presbyterian Hospital, Dr. Cruz provided clinical oversight and program management for mental health services affecting nearly 4000 individuals in school- and hospital-based clinics throughout the city. She and her family reside in Dobbs Ferry.

Elizabeth Cumming is a partner with the law firm Glassman and Brown, LLP, where she concentrates in trust and estate planning, administration and litigation, elder law and guardianship, and residential and commercial real estate transactions. She is a member of the Westchester Women’s Bar Association, the Westchester County Bar Association, the New York State Bar Association, and the Women’s Bar Association of the State of New York. She has lectured on Mental Hygiene Law (MHL) Article 81, Basic Elder Law, Planning with Wills and Trusts and the Article 81 Guardianship Training Course.

Andrew Herz is Of Counsel to the New York City law firm of Patterson Belknap Webb & Tyler LLP. He was the recipient of the Real Estate Section of The New York State Bar Association’s 2016 Professionalism Award and is a Fellow of The American College of Real Estate Lawyers.
Mr. Herz, a lifelong resident of Westchester County, has been actively involved in numerous charitable organizations. He is a member of the Board of Directors of White Plains Hospital. He was Treasurer and a longtime board member of Planned Parenthood of New York City. He also served on the Board of Directors of the AIDS Resource Center, Midori & Friends, The Hudson Guild, and the Interfaith Council for Action.
Previously he served as the Chair of the Village of Ossining’s Zoning Board of Appeals. He has been an Adjunct Professor at both Vanderbilt Law School and Brooklyn Law School and is a graduate of Columbia College and Columbia Law School.

Sarah Jones-Maturo is president of RM Friedland LLC, the largest privately held commercial real estate brokerage firm headquartered in Westchester County, serving Westchester and the Bronx for almost 50 years.
Ms. Jones-Maturo is an accomplished professional in the commercial real estate industry, having received numerous awards and accolades throughout her career. In 2014, she was recognized as one of “Tomorrow’s Leaders” by Real Estate Forum. The year prior, she was appointed to the highly selective CBRE National Brokerage Advisory Board. She was also named one of RENJ Magazine’s “Top 30 Under 30” in 2006 and 2008.
She is also on the Advisory Board for Fordham University’s Real Estate Institute. She has volunteered for Eva’s Community Kitchen in Paterson, N.J., Habitat for Humanity, and was a junior board member at CASA in 2011.
She lives in Larchmont with her husband and two children.

Moira S. Laidlaw is a partner at Falcon, Rappaport & Berman LLP. Her private practice includes a broad range of trust and estate services. She is experienced in elder law, special needs planning, small business planning, and high net worth estate tax planning.
Ms. Laidlaw is a Certified Elder Law Attorney, one of 400 attorneys in the U.S. who hold this designation, as accredited by the National Elder Law Foundation and the American Bar Association. She frequently lectures on topics that impact the elderly and special needs communities.
Ms. Laidlaw earned her bachelor’s degree from the University of California at Berkeley, and her J.D., from Rutgers University School of Law.

Ginny Loughlin is President of AppliedGood, a consulting firm specializing in nonprofit leadership development, transition management, and community building. Her work gives her deep knowledge of the nonprofit organizations in the County.
Prior to starting her consulting practice, Ms. Loughlin worked in marketing and technical support in the telecommunications and broadcasting industries.
She has served as a volunteer in numerous capacities, including as a founding member of the organizing committee for REPAIR (Rivertowns Episcopal Parishes Action on Inclusion and Race).
